Spin off Strategic Radar and Scanner screens from Science, similar to Relay's spin-off Strategic Map and Comms screens. - Strategic Radar is the Science radar without scanning or database view. - Scanner is just the GuiScanDialog interface for active scans. - GuiScanButton updates its text to better reflect its state, doesn't show the progress bar unless scanning_complexity == 0, and presents as "Link to scanner" instead of "Scan" when used on Strategic Radar.
