This removes them as owners from the organization.

I wonder why this did not trigger a plan..
Also, if no-one is an owner - that can cause an issue?

@cunla it's likely because I have the PR based on a non-main branch. I bet it'll trigger once I merge the upstream one.

The operations team will have admin permissions in the GitHub org
while the admins team will have moderator permissions.

This needs to be followed up with another commit to reduce the
permissions of the org admins teams to member. This is being
split up to avoid removing all admin permissions.
This removes them as owners from the organization.
