more net2.0 and 2.1 targeted tests failing for Couldn't find a valid ICU package installed on the system. Set the configuration flag System.Globalization.Invariant to true if you want to run with no globalization support. Disabling them as making net2.0 work on newer linux versions in these sdks is not a priority.

@jkoritzinsky there was no debian-12-amd64 so I tried debian-12-helix-amd64 but that won't build. Should I try adding that one?

@jkoritzinsky I got the same error using the gcc container you pointed me at. Suggestions? Should I create a debian 12 modeled off of the debian 11 one I was using before?
