Fix to use Hoe 3.x for Ruby < 3.0 due to minitest 5.16+ incompatibility

Hoe 4.x depends on Minitest 5.16+, which is incompatible with Ruby versions earlier than 3.0.
Therefore, for Ruby versions earlier than 3.0, it uses Hoe 3.x.

This Pull Request adds GitHub Actions CI to run tests across multiple Ruby versions.
The CI targets Ruby versions from 3.3 down to 2.3.
The minimum version is set to 2.3 due to difficulties in running CI on older Ruby versions.
Additionally, the outdated Travis CI configuration has been removed.
