Description
Updated to use sig version 5 and to use json payloads for post, put, and patch requests.
Motivation and Context
Allows use of newer api endpoints that require sig v5.

How Has This Been Tested?
Updated affected tests for sig version 5 canon/signature, added a test that handles when a json payload is present.
