Changes:

Enable physical log truncation from Resource Manager
Add some logging for debugging purpose.

Impact:

For NuBlox 2 only, not related to NuObject 2 it is for Solo repl dev.

Testing:

Tested with HomeBlocks with multiple rounds of restarts and verify the log entries were truncated and no longer read out during recovery boot.
