I wrote the wrong commit title for version.sh. Here's a PR to fix that. This also reverts #4120 so we can try again to republish 7.11.

Commit title: chore: version bump (#4120)
Commit body: <trigger_release>
Commit title does not match 'chore: bump version to ...'
