This PR adds support for building a core24 snap of PlotJuggler with ROS 2 Jazzy.
It adds a new
snap_core24folder along with a corresponding GitHub Actions workflow for building and testing the snap.The core24 snap does not rely anymore on the KDE Neon extension.
The snap required changes to the CMakelists.txt configuration, which are performed in the override pull step of the snap due to latest changes in the project installation settings. Those are the same fixes required for the core 22 snap #1098.
This PR also adds the github core24 github action workflow.
