removed unncessary internal state used more common request/inhibit nomenclature for NMI

this is an attempt to implement the illegal opcodes described in

build with -DILLEGAL_OPCODES
i make no guarantees, other than "it compiles".
i have not been able to find a good test suite for these opcodes.
help finding a good test suite would be greatly appreciated.
other comments / feedback welcome.
the odds of me having gotten this 100% right are near zero.
