Since I think no one had taken on this, I'm making my proposal.
I've added information about the OGV Movie Writer and the dropdown menu adding a link to the settings tab.
Edit: This PR is about a new feature (OGV Movie Writer) and changes to the movie writer UI, all new in Godot 4.5.
