Summary

add geolocation and bulk IP processing service interfaces and stubs
expose new /geolocation and /bulk endpoints
implement /all dual stack endpoint
document new endpoints and update API spec

Testing

dotnet build src/IpSimple.Platform.sln (fails: NETSDK1045 unsupported .NET 9.0)


          Add initial stubs for geolocation and bulk IP APIs
