One proposed solution for the smaller, local experiments is to just run
MetaCat and DataDispatcher without a Rucio instance; if all the storage
is on DCache and they don't need to migrate data to multiple sites, etc.
this could be a simple solution.
This pull request lets users store a storage path in the file.location entry
of the metadata, and lets DataDispatcher think it's gotten that information
from Rucio.
