This PR replaces usage of the legacy Google-owned gcr.io/k8s-testimages registry with the community-owned registry.k8s.io/k8s-testimages.

This change aligns with Kubernetes community guidelines to decouple from Google-owned infrastructure.

Hi @darshansreenivas. Thanks for your PR.

I'm waiting for a kubernetes-csi member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

Neither registry.k8s.io/distroless/static:latest nor registry.k8s.io/k8s-testimages/gcb-docker-gcloud:v20240718-5ef92b5c36 exist for me, I'm checking if CI can find them.

This needs to be submitted to this repo: https://github.com/kubernetes-csi/csi-release-tools. After that, use git subtree to pull the changes into each sidecar repo
