Updated formatting for notes, tips, and examples in the annotations documentation.

mkdocs not rendering correctly the section for annotation https://kubernetes-sigs.github.io/aws-load-balancer-controller/latest/guide/ingress/annotations/#ipam-ipv4-pool-id :
