WIP: ✨ Add support for HostResourceGroupArn parameter in AWSMachine

What this PR does / why we need it:
Now CAPA has support to provision dedicated hosts on the fly as well as launching EC2 instances on pre-provisioned dedicated hosts #5631 . This PR adds support to specify HostResourceGroupArn which will allow users to utilize AWS License Manager Host Resource Groups and manage licenses efficiently.
