Adds a dedicated issue template for infrastructure and CI/CD improvements.

What's New

  • New infrastructure.yml template with category dropdown
  • Sections match our existing workflow: Summary, Problem, Solution, Benefits, Implementation, Tasks
  • Covers CI/CD, build system, tooling, dependencies, testing infrastructure

Why

We've been creating infrastructure issues (#19, #20, #24, #31) with a consistent format - this template codifies that pattern and makes it easier for contributors.

Template Sections

  • Category dropdown (CI/CD, Build System, Tooling, etc.)
  • Summary & Problem description
  • Proposed Solution
  • Benefits
  • Implementation steps
  • Task checklist
  • Alternatives considered
  • Additional context
