Summary
This pull request implements Metric properties with PropertySet and PropertyValue
Why?
Metric quality codes and other application-specific information can be stored in the Metric properties and is needed for my application.
I've done a quick but fairly complete implementation of Metric properties. The tests are light and I've added no changes to the docs. Please let me know if there's anything I can do to bring this work up to standards.
