build: Upgrade promptflow package version

Purpose

• This pull request upgrades the promptflow package from version 1.16.1 to 1.16.2 to resolve compatibility issues and to ensure the project is aligned with the latest updates, bug fixes and security patches. This also addresses a dependency conflict between promptflow and promptflow-devkit.
