Unify voice command categories under "Voice"

Voice-related commands used inconsistent categories: editor commands appeared under "Voice" while terminal commands appeared under "Terminal", making discovery difficult when users search for "Voice" as taught by the microphone button UI.

Changes

Updated terminal dictation commands to use "Voice" category:

• Added VOICE_CATEGORY constant matching editor dictation pattern
• Applied to "Start Dictation in Terminal" and "Stop Dictation in Terminal"

All voice commands now appear consistently:

• Voice: Start Dictation in Editor
• Voice: Stop Dictation in Editor
• Voice: Start Dictation in Terminal
• Voice: Stop Dictation in Terminal

Current state:

• Editor command: "Voice: Start Dictation in Editor"

As a user I would search for Voice as that's what the hover of the mic button teaches me.
