<issue_description>Voice related commands currently use inconsistent terminology across different components, making features hard to discover.

Current state:

  • Chat commands use "Voice": "Chat: Inline Voice Chat", "Chat: Quick Voice Chat", etc.
  • Editor command: "Voice: Start Dictation in Editor"
  • Terminal command: "Terminal: Start Dictation in Terminal"

As a user I would search for Voice as that's what the hover of the mic button teaches me.
