This PR is a weekly permissions sync that adds and configures the new ExchangeMessageTrace.Read.All permission for Microsoft Graph API. The permission enables applications to search email message traces either on behalf of signed-in users (delegated) or without user context (application). The permission is transitioning from a hidden/disabled state to visible/enabled.
