Pull Request Overview
This PR updates the release workflow to use the canonical mongodb-labs repository and stable v3 tag instead of a personal fork with a feature branch, and removes deprecated silk_asset_group references.
- Updates GitHub Actions to use mongodb-labs/drivers-github-tools instead of jamis/drivers-github-tools
- Changes from feature branch ruby-3643-update-release-process to stable v3 tag
- Removes SILK_ASSET_GROUP environment variable and silk_asset_group parameter
