This is a template for a new Dart package with NeoDart principles.

What it includes:

.github/workflows/dart.yaml github actions for Dart.
.gitignore minimum viable.
analysis_options.yaml using neodart.
CHANGELOG.md starter.
LICENSE MIT.
Makefile listen it's just easier than bash scripts (and works on actions).
pubspec.yaml because Dart.
