Made the following changes:

Updated dev environment to use pipenv
Synced up the extensions and tools with previous labs
Replaced rangav.vscode-thunder-client with unjinjang.rest-api-client
Fix some errors in the Makefile
Updated the Dockerfile to use pipenv
Move tool settings into setup.cfg file from the now deleted pyproject.toml
Updated GitHub Action to use pipenv instead of poetry
