This bumps followthemoney to version 4 and inlines followthemoney-store via ftmq
Due to an ongoing refactor of settings management (we are iteratively adapting pydantic settings in more and more places), from here on FTM_STORE_URI env var must set explicitly for ingest-file and won't be inferred from any aleph env vars anymore.
