Fix the PinnedImage test to set imageMinimumGCAge to 1s

The test expected the GC to happen quickly. But setting it to 0s made it default to 2s. Hence fixing the test case to set it to a value close to 0s. Also raising a PR on the k8s to document this: kubernetes/kubernetes#135997

• Verified using the periodic job that the test passes after this change.
• Added readme in the MCO's repo to manually run pinned images test in another PR as there are plans to keep MCO tests in the MCO repo: Add README for MCO Operator disruptive e2e tests machine-config-operator#5522
