The usable requirements.txt file was generated using pip freeze, and now Python package management can be automatically completed using pip install -r.
Improved INSTALL description and moved the original content of requirements.txt here.

For Python projects, they are part of apt-offline. But for deb, it seems that there is no need for the existence of requirements.txt
