I was planning on tackling #208, but noticed there were a few chores worth doing first.

Fix latest clippy lints
Replace archived actions-rs CI actions, updated actions/checkout to latest
Remove commented out MIRAI CI job (upstream project was archived)
Add "html_reports" criterion feature to silence CI warning.
Fix tests not working with --no-default-features by allowing std in tests
