This PR migrates the exercise to an issue-based flow and adds automated grading checks for the learner’s welcome.yml workflow.
- Introduces three new workflows (
0-start-exercise.yml,1-step.yml,2-step.yml) that use the exercise-toolkit to manage steps via GitHub issues. - Adds keyphrase-based checks in steps 1 and 2 to validate
welcome.ymlcontents before advancing. - Removes legacy README-based workflows (
0-welcome.yml,1-create-a-workflow.yml,2-add-a-job.yml) in favor of issue-driven progression.
