This repository doesn't currently have a license, meaning it's technically not permissible to use the code for much of anything. This PR aims to fix this.

Added Apache License 2.0
same "printed page" as the copyright notice for easier
identification within third-party archives.

Could we just copy the Spin license to retain the copyright and LLVM exception?
