The fork choice spec was confusing, this PR brings it into line with the latest documentation in Subspace from https://github.com/autonomys/subspace/pull/3700/files#diff-47078892ca5b74bd8f68b587d87041738805cb40468bc3ab2d92870731856ef0R640
