fix: pre-commit auto update commit author

• Fixes committer as github-actions[bot] for Auto-update pre-commit hooks #101
• Enable manual trigger for the auto update job.

The unit test failure seems related to authentication:

the error msg for current ci as sudo: PAM account management error: Authentication service cannot retrieve authentication info seems some ubi image/pem setting changes so that user 0 can't use sudo in container image test approach to run some scripts.
is there any suggestion?
