Rule 10005 - Publisher Information URL HTTPS Rule

This rule checks that the all signatures use a Publisher Information Link URL that is HTTPS. HTTPS is a best practice for all web URLs and should be used here when possible.

The Publisher Information Link URL corresponds to signtool's /du option.
