メインの Copilot 指示ファイルを .github/instructions ディレクトリに移動し、YAML フロントマターを導入して全ファイルに適用される設定を追加しています。
- Copilot 設定ファイルのパス変更（単一ファイル → ディレクトリ配下）
descriptionとapplyToのフロントマター追加（現状は分割せず1ファイルで運用）
