This adds support for Windows Arm64 cross-compiled using cmake-ts (possible after #723)
Fixes #701

@ToucanBran The cross-compilation build is blocked, it needs debugging the cmake-ts options. If we had a way of building this natively on Windows Arm, we could do it faster.

@aminya I see. We're working on a product that will be released around the end of February, is there anyway you could give me a rough timeline of when this might be done? Just need to know if I need to search for alternatives

I have made several changes in cmake-ts that make cross-compilation possible. Stay tuned
