This PR is blocked as there is seems to be a bug in Loki that prvents the clustering from working. specifically the Loki nodes don't seems to be able to communicate to for the 'ring' required for the cluster to be operational. It seems Loki only communicated with specified network interfaces and the multiple interfaces that Docker swarm sets up for containers causes issues.
